Default Can I cap the SS with Faction's necro char.?

I have all 3 guildwar editions.
One of Faction's Necro char. is in Prophecie chapter. So got me thinkin, Can I cap SS?
Is it possible? or do I have to do it with Prophecie's char?

guild war wiki said ; Ceru Gloomrunner (Iron Mines of Moladune (Mission))
Nighh SpineChill (Talus Chute)
Sapph Blacktracker (Snake Dance)

Above location that I can cap the ss. So if one of my faction Necro char near at one of those location, can I cap that elite skill ?

yes you can, you can do it with any character even if it's a faction or nightfall character.

Yes, you can cap any skill from any campaign on any character, so long as you have said campaign

My necro was from Factions. He was a MM and I actually FOUGHT my way to Nighh form Droks. Actually doens't take that long.
